Resolution to Remedy Voter Suppression and Ensure Transparency and Integrity of Elections

WHEREAS voter suppression efforts were open, systematic and widespread in the 2016 election, and the rights to vote of Black, Asian, Hispanic, and other Americans were denied or abridged through use of the Interstate Voter Registration Crosscheck (IVRC) Program, long voter lines, unreasonable and unfair voter ID requirements, reduced numbers of polling locations, and other voter suppression measures; and
WHEREAS the use of proprietary voting and vote-counting machines and software, without any meaningful ability to verify the integrity and accuracy of such systems or the results they produce, combined with statistical suggestion of erroneous results, raises concerns that our elections could be, and may have been, rigged through misuse or manipulation of such systems; and
WHEREAS efforts to hand-count ballots to ensure the integrity of vote-counting machines have been thwarted in Michigan, Wisconsin, Pennsylvania, and Nevada, and the long list of failures in the "recount" cases have left experts and the public more concerned than ever about the accuracy, security, reliability, and verifiability of our elections;
THEREFORE, BE IT RESOLVED that the Santa Clara County Democratic Central Committee calls upon Democratic Party leadership to aggressively press for changes needed to achieve more democratic voting procedures, including by reversing and/or mitigating the effect of voter suppression efforts and pressing for verifiable elections including full transparency in all voting system used in our elections; and
BE IT FURTHER RESOLVED that this resolution be submitted to the Resolutions Committee for consideration at the California Democratic Convention in May 2017.
